POSITION OVERVIEW –Project Controls Advisor/Cost Engineer- The Project Controls Advisor / Cost Engineer provides functional leadership and project controls expertise supporting client’s global Asset Retirement (AR) portfolio. This role partners closely with Asset Retirement project teams, Business Units, and functional stakeholders to enable cost and schedule predictability, robust forecasting, and disciplined change management across a diverse portfolio of decommissioning, remediation, and abandonment projects. The position is based in Covington, LA and serves as a trusted advisor, applying standardized CEPS and CPMS project controls practices while tailoring solutions to the unique risks and execution challenges of global asset retirement work.
RESPONSIBILITIES
Portfolio & Project Controls Leadership
- Provide project controls and cost engineering advisory support across the Global Asset Retirement portfolio, including onshore, offshore, and legacy assets.
- Steward client’s project controls standards (CPMS, CEPS) and ensure consistent application across projects and regions.
- Act as a key interface between Asset Retirement leadership, project managers, finance, SCM, and execution teams.
Cost Management & Forecasting
- Develop, maintain, and steward cost baselines, budgets, and forecasts (including Estimate at Completion).
- Support annual business planning, long range planning, and portfolio level forecasting for Asset Retirement activities.
- Analyze cost trends, variances, and risks; provide clear insights and decision ready recommendations to leadership.
Schedule & Performance Integration
- Partner with planners/schedulers to ensure integrated cost, schedule, and progress measurement
- Monitor performance against deterministic and probabilistic targets and highlight emerging risks and opportunities
- Support milestone tracking and schedule risk awareness at project and portfolio levels.
Change Management & Risk
- Lead or support Cost Engineering Management of Change (CE MoC) processes for scope, cost, and schedule changes.
- Support risk assessment activities, including contingency analysis and portfolio risk insights.
- Provide input to assurance reviews, lookbacks, and continuous improvement initiatives.
Reporting & Digital Enablement
- Maintain project controls systems (e.g., EcoSys or equivalent) and ensure data quality and transparency.
- Develop and steward cost, schedule, and performance reporting, including Power BI dashboards and executive summaries.
- Contribute to data analytics, benchmarking, and digital transformation efforts within Asset Retirement.
Collaboration & Capability Development
- Coach and mentor project teams and less experienced project controls practitioners.
- Share best practices and lessons learned across regions and projects.
- Collaborate with global CEPS and Asset Retirement teams to drive consistency, efficiency, and continuous improvement.
SKILLS/ABILITIES
- Able to work and communicate effectively with all levels of co-workers, clients, and other external contacts.
- Demonstrate basic computer knowledge through effective use of a personal computer including Microsoft Office applications.

REQUIRED QUALIFICATIONS/SKILLS:
- Bachelor’s degree in Engineering, Construction Management, Finance, or a related discipline.
- Significant experience in project controls and cost engineering, preferably within energy, industrial, or infrastructure projects.
- Strong working knowledge of cost estimating, budgeting, forecasting, progress measurement, and change management.
- Experience supporting portfolios or programs with multiple projects and stakeholders.
- Ability to clearly communicate complex cost and schedule information to technical and non technical audiences.

PREFERRED QUALIFICATIONS:
- Experience supporting asset retirement, decommissioning, remediation, or late life asset portfolios.
- Familiarity with client’s CPMS / CEPS practices or similar stage gate project delivery systems.
- Experience with EcoSys, SAP, Power BI, or other project controls and analytics tools.
- Demonstrated advisor level capability influencing without authority across global, cross functional teams.
- Professional certifications (AACE, PMP, or equivalent) are a plus.
