+ travel covered when required, per diem when traveling

POSITION OVERVIEW – Expansion Project HSE Senior Advisor
HSE Leader – Offshore / Major Capital Projects
The Expansion Project HSE Senior Advisor will provide senior-level leadership for Health, Safety, and Operational Excellence (HSE) within a major offshore capital expansion project. Reporting to the HSE Manager – Offshore Projects, this role is responsible for establishing and executing project HSE requirements as the project progresses toward Final Investment Decision (FID) and into fabrication, offshore construction, hook-up, commissioning, and operations readiness.
The role focuses heavily on Health & Safety and Process Safety, with environmental responsibilities being secondary. Success in this position is driven by experience, technical credibility, leadership presence, and cultural fit, rather than formal education alone.
This position interfaces extensively with the Eastern Mediterranean (EMED) Business Unit, international contractors, and multiple cross-functional teams across Engineering, Procurement, Fabrication, Subsea, Topsides, Construction, Operations, and Emergency Management.
KEY RESPONSIBILITIES
Operational Excellence & HSE Leadership
- Provide senior HSE and OE leadership to promote a Serious Incident and Fatality (SIF) Prevention Culture, including Human and Organizational Performance (HOP) principles
- Establish Project Leadership and OE Culture expectations with the Project Leadership Team
- Provide OE leadership mentoring to Project Management and cross-functional teams
- Clearly communicate complex and technical HSE expectations to internal teams, contractors, and business partners
Project HSE Planning & Risk Management
- Develop and implement project HSE plans aligned with Project Execution Plan expectations
- Update and manage Phase 3 OE Risk Management Plans, including Phase 3/4 Fatality Prevention strategies
- Establish Control of Work (CoW), Managing Safe Work (MSW), and Contractor Operational Excellence Management (COEM) expectations
- Input HSE requirements into Project U Risk tools and integrated project schedules
- Establish and align Conditions Precedent (CPs) with the Project Manager, including mitigation plans by project phase
Contractor & Offshore Execution Support
- Serve as primary HSE interface for international contractors across fabrication yards, offshore platforms, and marine construction activities
- Oversee contractor HSE performance and requirements across global execution sites
- Support and influence contractor work execution, including complex lifts, SIMOPS, brownfield construction, and offshore shutdown planning
- Participate in contractor safety committee meetings and HSE assurance engagements
Offshore & Emergency Preparedness
- Support offshore Production Platforms during fabrication, hook-up, commissioning, turnarounds, and production operations
- Participate in emergency response planning, training, and security assessments in partnership with EMED and Corporate teams
- Support initial incident response, data gathering, investigation, classification, and reporting activities
Assurance, Reporting & Continuous Improvement
- Conduct OE assurance activities including audits, field verifications, peer reviews, and inspections
- Address OE/HSE findings and ensure corrective actions are effectively implemented
- Develop and support leading and lagging HSE performance metrics
- Contribute to monthly and quarterly safety performance reporting
REQUIRED QUALIFICATIONS / SKILLS
- Minimum 10 years of direct HSE experience on Major Capital Projects, preferably offshore
- Strong background in Health & Safety and Process Safety (environmental experience is secondary)
- Demonstrated expertise in:
- Offshore production platforms
- Process systems, isolations, IHE requirements, and shutdown planning
- Brownfield construction, SIMOPS, and complex offshore execution
- Contractor HSE Management, COEM, Control of Work, and Incident Investigation & Reporting
- Solid understanding of EU Safety Case and Operational Assurance requirements and their relationship to risk management deliverables
- Proven ability to influence international contractors and business partners
- Strong leadership presence, communication skills, and ability to build trust across multi-disciplinary teams
- Certified Safety Professional (CSP) highly desired (experience valued over formal degree)
- Proficient in Microsoft Word, Excel, and PowerPoint
- Strong analytical skills, including root cause analysis
- Able to work independently while interfacing across multiple organizations and leadership levels
MUST-HAVE REQUIREMENTS
- Valid Israel Visa – we will assist in acquiring this
- Ability to meet all medical requirements for offshore travel
SPECIAL CONSIDERATIONS
- Role is based in Houston, Texas
- Must be flexible and willing to travel to international fabrication yards
- Must be physically fit for offshore travel on vessels and offshore Production Platforms in Israel
